In Windows 11, persistent File Explorer auto-refresh behavior is typically triggered by shell change notifications, indexing events, or background services interacting with the filesystem. When Explorer repeatedly reloads a directory view, it interrupts file selection, renaming operations, and workflow continuity. When the refresh becomes constant, it usually indicates excessive indexing activity or shell policy misconfiguration. This article provides two targeted remediation methods.
This approach adjusts Explorer-related policies to reduce repeated shell refresh events. Before processing, ensure to modify the registry cautiously.
Press the Windows + R key on your keyboard, and enter the code “regedit” to open the Registry Editor. If prompted by UAC, click Yes.
Navigate to the following key:
Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
If the Explorer key does not exist there, right-click Policies > New > Key to create and name it Explorer.

Then, right-click an empty area inside the Explorer key on the right pane, and select New > DWORD (32-bit) Value. Name the new value as NoRefresh.

Double-click NoRefresh, and set its Value data to 1. Click on OK.

Reboot the PC or hard restart File Explorer to apply the policy change.
Windows Search constantly scans files and updates metadata. When it detects changes in large directories or synchronized folders, it can repeatedly notify Explorer, forcing a UI refresh.

Press the Windows + R key on your keyboard, and enter the code “services.msc” to open the Services app.
Locate and double-click Windows Search.

Click Stop under the Service status section.

Set the Startup type to Disabled. After that, click Apply and OK.

Press Ctrl + Shift + Esc to open the Task Manager. Find Windows Explorer from the list and click Restart.

In Windows 11, persistent File Explorer refresh issues are typically driven by indexing services or shell policy conflicts. By modifying Explorer-related registry settings or disabling Windows Search indexing, you can stop it from refreshing itself. However, if refreshing persists, third-party shell extensions or cloud sync software may be responsible.
